Arcom is pleased to announce two senior appointments.
Albin Soares-Couto has been appointed Director of Audiences, Pluralism and Social Cohesion. Until now, he was deputy director of this structure. He succeeds Laure Leclerc. Proceedings will be launched shortly to replace him as deputy director.
Sébastien Lécou has been appointed Deputy Director of Studies, Economics and Forecasting, a newly-created position. The identity and starting date of the new director will be announced in the coming weeks. In the meantime, Sébastien Lécou will act as interim director.
- Albin Soares-Couto began his career at the French Superior Audiovisual Council in December 2000 as a project manager in the cable and satellite department. Successively Head of the Pay TV Department, Head of the National Free-to-Air Channels Department and Head of the Pluralism, Rights and Freedoms Department, in 2017 he was appointed Deputy Director of the French Superior Audiovisual Council's Programs Department, which became the Audiences, Pluralism and Social Cohesion Department on January 1, 2022 when Arcom was created. He holds a master's degree in public law and a DEA in communications law.
- Sébastien Lécou began his career in 2007 as an economist in La Poste Group's economic studies department before joining the Competition Authority's economic department in 2013, as rapporteur. In January 2018, he was appointed head of the legal professions economics office at the Ministry of Justice. He joins Arcom (formerly the French Superior Audiovisual Council) in April 2019 as head of the competition and foresight department in the studies, economic affairs and foresight division. At the same time, Sébastien Lécou is the author of several publications. Until 2020, he taught at ENSAE's continuing education center (CEPE) and at Paris 13 University. Sébastien Lécou holds a PhD in economics.
