New DTT channel numbering from June 6, 2025
On January 9, 2025, Arcom adopted a new numbering system for national TV channels broadcast on digital terrestrial television (DTT), to take account of the forthcoming arrival of the new CMI TV and OFTV services, authorized on December 11, and of Canal+'s decision to stop broadcasting on DTT.
In line with the provisions of article 3-1 of the French law of September 30, 1986, the Autorité has taken care to introduce a new numbering scheme that ensures greater legibility of the DTT supply in the public interest, and that limits changes in viewer habits as much as possible.
It has therefore decided to create a block of 24-hour news channels, to give viewers simplified access to a plurality of news supplies. The relative order of these channels within the current numbering system is maintained. BFMTV, CNEWS, LCI and Franceinfo have been assigned the logical numbers 13, 14, 15 and 16 respectively.
The creation of this block has made it necessary to relocate France 4, to which number 4 has been assigned, so that France 2, France 3, France 4 and France 5 follow each other logically.
Numbers 8 and 12, which will become vacant on February 28, 2025 when the authorizations of the services currently showing their programs on these numbers expire, are reallocated as follows.
Logical number 8 is allocated to the La Chaîne parlementaire service (comprising the programs of La Chaîne parlementaire - Assemblée nationale and La Chaîne parlementaire - Public Sénat), whose current number is reused by the block of channels dedicated to news. The service is therefore placed just after the Arte service, since these services offer similar and complementary programming.
The Gulli service, targeting youngsters, is assigned the logical number 12, after the TFX service, which also partly targets a young audience. This gives the service greater visibility with this audience.
Numbers 18 and 19, both vacant, were allocated, after a draw, to CMI TV, for number 18, and OFTV, for number 19.
The other numbers used by DTT television services remain unchanged.
The complete numbering plan is thus as follows:

For the sake of simplicity, this numbering will be implemented all at once as soon as Canal+ stops broadcasting on DTT, on June 6, 2025.
Thus, as authorized, CMI TV's diffusion will start on June 6, 2025. As for OFTV, which has been assigned the number 19, its diffusion will start on September 1, 2025, in accordance with its authorization.
