The authorizations granted for the production of fifteen national television services on digital terrestrial television (DTT) in mainland France expire in 2025. The licenses for C8, W9, TMC, TFX, NRJ12, LCI and Paris Première end on February 28, 2025, those for Canal+ on June 5, 2025, and those for BFM TV, CNEWS, CSTAR, Gulli, Canal+ Sport, Canal+ Cinéma and Planète+ on August 31, 2025. These fifteen services are free or pay, generalist or thematic. Under the provisions of their authorizations, radio resources will become available on the R2, R3, R4 and R6 multiplexes.

With a view to allocating the resources made available as of 2025, the French regulatory authority for audiovisual and digital communication adopted, on December 20, 2023, the preliminary impact study provided for in article 31 of the law of September 30, 1986.

The Authority is publishing this study, which looks at the possible impact of authorization decisions on the DTT market.

It is also publishing today the non-confidential versions of the contributions received in response to the public consultation launched on July 13, 2023.

The Authority will interview third parties who so wish on January 17, 2024. Requests for hearings must be received no later than January 15, 2024.

Third parties wishing to submit their written comments on the impact study may send their contribution to the French regulatory authority for audiovisual and digital communication by January 22, 2024, as of the deadline, in digital form.
