Radio France and France Médias Monde: publication of reasoned opinions on the companies' results and deliberations on proceedings to appoint chairmen

The French regulatory authority for audiovisual and digital communication today publishes its reasoned opinions on the results of the national program companies Radio France and France Médias Monde for the 2018-2021 period, as well as two deliberations on the conditions for appointment to their presidencies.

Established four years after the start of the mandates of Mme Sibyle VEIL, President of Radio France, and Mme Marie-Christine SARAGOSSE, President of France Médias Monde, with regard to the strategic project of each of the two companies, these opinions can be browsed on the Arcom website.

Nomination proceedings for the presidencies of Radio France and France Médias Monde

The two deliberations published today by Arcom clarify a number of points concerning the proceedings for appointments to the presidencies of Radio France and France Médias Monde.

- Timetable

Nominations for each of the two companies must be sent to the Authority by e-mail only, between July 28, 2022 and 5 p.m. on October 21, 2022. The Authority will examine the applications on October 26, 2022 for Radio France and on October 27, 2022 for France Médias Monde. On the same days, it will publish the list of admissible applications and the strategic projects relating to them. On the same days, the Authority will draw up, by a majority vote of its members, the list of candidates to be heard.

Hearings will take place as of November 14, 2022. Arcom will appoint the President of Radio France no later than January 16, 2023, and the President of France Médias Monde no later than January 23, 2023.

- Terms and conditions

In addition to the strategic plan required by law, the candidate's application must include all documents attesting to his or her skills and experience.

The hearings will consist of a maximum of one hour of presentation by the candidate and a maximum of one hour of discussion with the Arcom board. The Authority will decide by a majority of its members, and by secret ballot, on the choice of the person selected for the presidency of each of the two national program companies.

- Advertising rules

The list of eligible candidates and the strategic plans relating to these candidates will be published. The list of candidates selected for the hearing will also be made public.

The first part of the hearing, devoted to the presentation of the candidates and an initial discussion with the members of the college, will be held in a room open to the public and accessible by video on the Arcom website. The second part of the hearing will be held in camera, as of the decision of the Conseil constitutionnel of July 27, 2000.

Finally, the Authority will give reasons for its decision at the end of the proceedings.
