REFRAM members adopt Paris Declaration on adapting audiovisual regulation to the challenges raised by online platforms
The members of the French-speaking Network of Media Regulators (REFRAM), meeting in Paris at UNESCO House on October 6 and 7, 2022 for their 7th Conference of Presidents, today adopted the Paris Declaration on adapting audiovisual regulation to the challenges raised by online platforms. Through this declaration, they affirm their wish to take part in joint discussions and the sharing of experience concerning the development of the legal framework for regulation, and the new tools and methods put in place to regulate online content platforms.
The members affirm their desire to strengthen cooperation in the field of online content platform regulation, both within the network and with other multilateral networks of audiovisual regulators, in particular the Platform of Central African Audiovisual and Communication Regulators (PRAC-CEEAC); the Platform of Regulators of the West African Economic and Monetary Union and Guinea (PRA-UEMOA-Guinée); the Network of African Communication Regulatory Authorities (RIARC), the European Regulators Group for Audiovisual Media Services (ERGA), and the European Platform of Regulatory Authorities (EPRA).
Wishing to strengthen dialogue with the major digital platforms, and following on from the discussions held today in the presence of representatives of Meta France, Twitter France and Google France, the members of REFRAM summon the platforms to further develop their human moderation capabilities for online content in French, and in all the official languages of the countries of the French-speaking world, to increase their efforts to make their notice and advertising schemes more transparent, to make their data more open to the world of research, and to designate local contacts in the various countries or sub-regions concerned.
The members of the network invite their respective member states to affirm, at the next Francophonie Summit, their shared determination to adapt audiovisual and digital regulation in the French-speaking world to the challenges raised by online platforms.
