Arcom welcomes the opening by the European Commission on Monday January 26, 2026 of an investigation into the "Grok" artificial intelligence functionality offered by platform X, conducted under the Digital Services Regulation (DSR).

The purpose of this response is to assess the systemic risks associated with the use of this functionality, particularly in terms of the diffusion of unlawful content, which very large online platforms are obliged to assess and mitigate [1].

It focuses in particular on the risks associated with the generation and diffusion of non-consensual intimate content, child pornography and other unlawful content, including anti-Semitic or racist content, which could seriously undermine the fundamental rights and safety of users.

Arcom welcomes the rapid and coordinated response at European level to the recently reported incidents involving Grok, and takes note of X's announcement on January 14 to prevent the generation of nude images of real people ("deepfakes"), including by users getting a contract.

As coordinator for digital services in France, Arcom invites victims of the diffusion of non-consensual sexual images and witnesses to the diffusion of child pornography images generated by X's Grok functionality, to take advantage of the rights guaranteed by the RSN by reporting this unlawful content to the platform, and where appropriate to forward evidence and a description of the relevant facts to recueil-preuves-rsn@arcom.fr.

As the facts in question may lead to criminal proceedings, Arcom, which acts in coordination with the Paris public prosecutor / prosecution, is likely to inform the latter of any infringements of which it is aware.

Victims can also contact the Point de Contact association, a trusted flagman appointed by Arcom, which cooperates with the relevant authorities.
