Form to create a temporary radio

Requests for temporary permission must be made to the regional delegation responsible for the area in which the diffusion is to take place. The territorial delegation sends a file to be completed to the operators who make the demand by telephone or mail. A minimum period of three months must elapse between the submission of this file to the territorial delegation and the planned date for the start of the diffusion.

The file to be returned to the territorial delegation must include the following elements:

• a candidate identification form
• a letter of application and motivation;
• detailed program specifications (and, if possible, a program schedule);
• the radio station's budget or financing conditions;
• technical characteristics of the broadcast;
• the draft agreement, completed, initialled and signed by the president or manager.

Authorization is conditional on the signing of an agreement between the regional delegation and the operator.

The authorization is published in the Journal Officiel when the broadcast period exceeds one month.

Under the provisions of the diffusion period, the operator must submit a report on radio activity to the territorial delegation.

Not all requests for temporary permission are necessarily granted, for a variety of reasons, including the absence of frequencies in the area requested, the fact that the request comes from a candidate operator in the context of an ongoing call for tenders in the area, that it does not correspond to a temporary project for an exceptional event but falls within the scope of a call for tenders, or that it could have the effect of draining the advertising market at a given moment (commercial event, tourist period, etc.), to the detriment of radios already authorized.
