    In order to gain a better understanding of a rapidly developing sector and market, Arcom and the French Ministry of Culture have set up the Podcast Observatory.

    Created in 2022, the Observatoire des podcasts is in line with the recommendations of the report by the Inspectorate-General of Cultural Affairs (IGAC) of the French Ministry of Culture on " the on-demand audio ecosystem ("podcasts"): challenges for sovereignty, regulation and support for digital audio creation ".

    Objectives

    The main objectives of the Podcast Observatory are :

    • create a forum for exchange between industry players and authorities;
    • develop a tool for monitoring the sector's activity;
    • obtain a global and shared vision of the sector.

    Governance

    The governance of the Podcasts Observatory is structured around :

    • a steering committee, made up of Arcom and the French Ministry of Culture (more specifically, Arcom's Direction de la Radio et de l'Audionumérique and the Ministry's Direction Générale des Médias et des Industries Culturelles).
    • an enlarged committee, made up of industry professionals, representing the various activities in the ecosystem.

    Work areas

    The Podcasts Observatory workstreams were presented at the first plenary meeting held on October 14, 2022.

    Implementing this work involves a collaborative approach between the steering committee and all industry professionals (organizing hearings, sharing questionnaires, etc.).

    Roadmap

    Focus 1: Mapping the sector and its dynamics

    • Get an overview of the ecosystem: who are the players? what are their characteristics and how do they interact?
    • Share an initial vision of the sector's dynamics.

    Focus 2: study of the supply side

    • Assess the volume of supply
    • Characterize the content available to the public

    3: Study the sector's economy

    • Identify the main business models of the players
    • Usage and audience measurement
    • Evaluate and estimate value breakdowns
