Article 26 of Law no. 2021-1485 of November 15, 2021 " aimed at reducing the environmental footprint of digital technology in France " (known as the REEN law) stipulates that the French regulatory authority for audiovisual and digital communication (Arcom), in conjunction with the French regulatory authority for electronic communications, des postes et de la distribution de la presse (Arcep) and the Agence de la transition écologique (ADEME), " publishes a notice on the information provided to consumers by television services, on-demand audiovisual media services and video-sharing platform services, [...] in terms of energy consumption and greenhouse gas emission equivalents of data consumption linked to the use of these services, taking into account in particular the methods of access to this content and the quality of its display ". It is due to come into force on January 1, 2023.

In this context, Arcom, in conjunction with Arcep and ADEME, has decided to launch the present public consultation in order to question the managers covered by article 26 and gather their comments on the proposals set out in the present document.

This consultation is open to television services, on-demand audiovisual media services and video-sharing platform services within the meaning of article 2 of the law of September 30, 1986 on freedom of communication, as well as to any interested parties wishing to submit comments.

Contributions must be sent to the French regulatory authority for audiovisual and digital communication by January 20, 2023 at the latest, either electronically or by post to the following address:
