The authorizations granted for the production of fifteen national television services on digital terrestrial television (DTT) in mainland France expire in 2025. Under the provisions of these authorizations, radio resources will become available on the R2, R3, R4 and R6 multiplexes.

In view of the large number of authorizations involved, the French regulatory authority for audiovisual and digital communication will shortly launch the process of allocating these resources by way of a call for candidates, in accordance with article 30-1 of law no. 86-1067 of September 30, 1986 on freedom of communication.

Pursuant to article 31 of the same law, the Autorité has decided to launch the present public consultation in order to browse the comments of interested parties on the impact of the allocation of these resources and on the procedures for putting them out to tender. This consultation will be followed by a public impact study.

How to participate in the public consultation

The consultation is open to audiovisuel operators authorized for national DTT or wishing to become so following a forthcoming call for applications, as well as to any interested parties wishing to make comments, in particular on the methods for allocating the radioelectric resources to be made available in 2025.

Contributions must be sent to the French regulatory authority for audiovisual and digital communication by September 29, 2023 at the latest, either electronically to the e-mail address or by post to the following address:

Contributions may be published. Contributors are thus expressly invited to send the Authority two versions of their response: a confidential version and a public version, omitting elements considered confidential or covered by business secrecy.
