Fighting the diffusion of hateful content online: assessment of the means implemented by online platforms in 2022 and outlook
The law of August 24, 2021 reinforcing respect for the principles of the Republic strengthened the legal framework for the responsibility of the main online platform operators active on French territory to fight the diffusion of hateful content on their service.
This national manager was intended to anticipate the European regulation on digital services (RSN), adopted on October 19, 2022, from which it is strongly inspired. It will disappear at the beginning of 2024 to make way for it, by virtue of the principle of maximum harmonization. For the largest online platforms, the RSN will come into force on August 25, 2023, under the supervision of the European Commission.
Arcom's assessment of the situation allows us to test this managerial framework. Based on observations and declarations made by operators in response to an ad hoc questionnaire(available at the bottom of the page), it shows the maturity of the tools and proceedings put in place to fight agains misuse of the main online platforms.
