Article L. 331-18 of the French intellectual property code entrusts Arcom with the task of evaluating the level of effectiveness of measures taken by online content sharing service providers to ensure the protection of protected works and objects, including their deployment and operating conditions.

The report published in 2023 described the measures taken by content-sharing service providers and rights holders' perception of the means implemented by the services, and concluded that the deployment of tools was encouraging but could be improved.

For its 2024 report, the Autorité wished to identify the services likely to meet the definition of online content sharing service provider, in order to gain an overview of the services subject to articles L. 137-1 et seq. of the French intellectual property code; to analyze rights holders' perception of the management of the notifications they send to service providers, in order to gain a better understanding of the difficulties encountered and their expectations and needs; and finally to assess the ability of certain tools to identify still images.

As part of this report, 6 notices have been issued to online content sharing service providers.
