In addition to recalling the legislative framework and Arcom's missions in terms of access for people with disabilities to works protected by copyright or neighboring rights, the report takes stock of the implementation of the exception to copyright in favor of people with disabilities.

Arcom has also drawn up an initial assessment of publishers' obligations to make available digital files of works for which a demand has been made. At the end of this review, covering the 2022 financial year, one publisher was given formal notice to comply with its obligation to deposit digital files on the platform. Arcom also sent a firm letter of caution of the law to another publisher.
