Arcom authorizes several local television services in the Paris region

Part-time (DTT) television services in the Paris region

The licenses of two part-time television services (Télé Bocal, BDM), present on DTT n°31 in the Paris region, will expire on March 19, 2023.

As another authorization (Demain IDF) for a different time slot was also abrogated at the request of the licensee, five calls for applications covering the following times: 9am-1pm; 1pm-9pm; 9pm-00am; 12am-1am; 1am-6am were launched on October 12, 2022, in order to reallocate the resource made available from March 20, 2023.

9 applications for these 5 calls were declared admissible.

At the end of the proceedings, the projects TV PITCHOUN PARIS IDF (9am-1pm and 1pm-9pm), Télé Bocal (9pm-0am) and Night TV (0am-1am) were authorized and will be shown on number 31.

In the absence of applications, the 1am-6am slot has not been allocated.

Television service (DTT) in Île-de-France

In its amended decision no. 2017-05 of January 11, 2017, Arcom authorized Franciliennes TV to use a radioelectric resource to show the local terrestrial television service Vià Grand Paris in the Île-de-France area. On November 27, 2020, the Pontoise Commercial Court opened insolvency proceedings against Franciliennes TV. On March 19, 2021, the same court authorized SECOM, with the option of substitution in favor of a company to be formed, to enter into a management lease for the business of Franciliennes TV, thereby declaring the latter's judicial liquidation. The lease management agreement was drawn up between Franciliennes TV and Médias Île-de-France, a simplified joint stock company which replaced SECOM. Under the terms of the takeover supply presented, a service devoted to cultural life in the Île-de-France region, called Muséum TV Paris, was to be shown as of September 2021, replacing Vià Grand Paris. Pursuant to article 42-12, paragraph 2, of the French law of September 30, 1986, SA SECOM has applied to Arcom for authorization to operate the service without a call for tenders.

This authorization must be granted during the two-year management lease, i.e. by midnight on March 21, 2023 at the latest. This authorization can only be granted after the conclusion of an agreement. Discussions with the editor resulted in a project approved by the plenary on March 8, 2023 for a service now called " Le Figaro TV IDF ". The agreement was then signed by both parties.

The authorization was adopted at the Arcom plenary meeting of March 15, 2023, with effect from March 20, 2023, for a 10-year period on the logical number 34, previously used by Vià Grand Paris.
