Digital regulation: Arcom brings together members of the French-speaking network of media regulators (REFRAM) in Paris
Arcom, the French regulatory authority for audiovisual and digital communication, is organizing the 7th conference of presidents of REFRAM, the French-speaking network of media regulators.
The conference will be held on Thursday and Friday, October 6 and 7, at the Maison de l'Unesco in Paris.
The theme of the conference will be " Adapting regulation to the challenges of digital platforms ".
The French-speaking network of media regulators (REFRAM)
The French-speaking Network of Media Regulators (REFRAM) was created in Ouagadougou, Burkina Faso, on July 1, 2007.
REFRAM's mission is towork towards consolidating the rule of law, democracy and human rights. In application of its statutes, REFRAM aims to establish and strengthen solidarity and exchanges between its members. It provides a forum for debate and exchange of information on issues of common interest, and contributes to training and cooperation efforts among its members.
30 media regulation authorities from Africa, America and Europe have joined REFRAM. Members are committed to defending cultural diversity, promoting media plurality and guaranteeing :
- freedom of expression,
- freedom of information,
- all the fundamental rights and freedoms enshrined in the United Nations Covenant on Civil and Political Freedoms,
- the protection of persons under 18 and vulnerable persons.
Organized by Tunisia's independent High Authority for Audiovisual Communication (HAICA), the previous conference was held in Tunis on September 6 and 7, 2019. On this occasion, HAICA became president of the Network, while the French Superior Audiovisual Council - now Arcom - represented by its president, was appointed vice-president by its peers.
Roch-Olivier Maistre, President of Arcom, will assume the presidency of REFRAM for two years at the end of the 7th conference on October 6 and 7, 2022.
Arcom maintains close relations with its foreign counterparts. The French authority enriches its thinking by drawing international comparisons and lessons learned from its study missions.
Arcom plays an active role in REFRAM, regularly attending events organized by its peers, acting as REFRAM's permanent secretariat, and maintaining and hosting the official website.
Programme of the 7th REFRAM Presidents' Conference
Audrey Azoulay, Director General of UNESCO, Thierry Breton, European Commissioner for the Internal Market, and Roch-Olivier Maistre, President of Arcom, will address the opening session of the conference on Thursday, October 6.
Discussions and exchanges between REFRAM members will be organized into thematic sessions, some of which will involve researchers, as well as representatives of the Meta, Twitter and Google groups.
4 thematic sessions are planned:
- Major challenges raised by online content platforms
- Sharing the experiences of regulatory networks
- Sharing country experiences
- Dialogue with platforms
At the end of the conference, Roch-Olivier Maistre, Chairman of Arcom, will assume the presidency of REFRAM for two years.

Adapting regulation to the challenges of digital platforms
The introduction of appropriate regulation for online platforms, to ensure respect for citizens' rights and freedoms, is a major concern for many governments today.
To meet the challenges and risks posed by information manipulation and online hate, new regulatory models are being put in place, such as the recent Digital ServicesAct in the European Union.
Against this backdrop, the 7th conference of REFRAM member bodies aims to enable network members not only to consider common reflections and positions, but also to share new approaches and methods of regulation.
