On October 6 and 7, Arcom hosted the 7th Conference of Presidents of the member authorities of REFRAM, the French-speaking network of media regulators, in Paris.

Arcom, the French regulatory authority for audiovisual and digital communication, organized the 7th conference of presidents of REFRAM, the French-speaking network of media regulators.

The conference was held on Thursday and Friday, October 6 and 7, in Paris, at the Maison de l'Unesco.

Discussions between regulators focused on the following theme: " Adapting regulation to the challenges of digital platforms ".

Under the provisions of the conference, Arcom Chairman Roch-Olivier Maistre was appointed Chairman of REFRAM for a two-year term.

Dear participants,

I am delighted to welcome you to Paris for the seventh conference of REFRAM presidents, a network to which I am very attached and which embodies the values and ambitions of La Francophonie.

By promoting cultural and linguistic diversity, defending peace and human rights, and supporting solidarity and cooperation between its members, the Réseau francophone des régulateurs des médias is resolutely in step with the times, and embodies the desire for dialogue and action of people all over the world who share the French language. At a time when the audiovisuel and digital landscape is going through a period of rapid transformation, with far-reaching impacts on our societies and democracies, our joint work is helping to adapt and prepare the regulation of tomorrow.

At the dawn of a new era for European digital regulation, with the adoption of legislation on digital platforms and the preparation of legislation on media freedom, Arcom is delighted to bring you together to reflect on the adaptation of audiovisual regulation to the challenges raised by these new players.

On behalf of the Arcom board and teams, and on my own behalf, I welcome you to Paris, and wish you rich and fruitful discussions in this beautiful Unesco building!

Joint declaration on the adaptation of audiovisual regulation

At the close of their work, the heads of the authorities adopted a joint declaration on the adaptation of audiovisuel regulation to the challenges raised by online platforms. Through this declaration, they affirm their determination to take part in joint discussions and experience-sharing on new tools and methods for regulating online content platforms.

They also summon these platforms to :

  • further develop their capacity for human moderation of online content in French and in all the official languages of the countries of the Francophonie,
  • increase their efforts to make their notice and advertising schemes more transparent,
  • make their data more accessible to the research community, and
  • appoint local contacts in the countries concerned.
