Presidential 2022: Arcom's role in the election campaign
The French are invited to go to the polls to elect the next President of the Republic:
- Sunday April 10, 2022 (first round)
- Sunday, April 24, 2022 (second round)
In Guadeloupe, Martinique, French Guiana, Saint-Pierre-et-Miquelon, Saint-Barthélemy, Saint-Martin and French Polynesia, voters will cast their ballots on Saturday April 9 and Saturday April 23.

Official election campaign begins
March 28 marks the start of the election campaign period, defined byarticle L.47 of the French Electoral Code.
Television and radio services must respect the principle of equal speaking and airtime under comparable programming conditions.
The principle of equality
The principle of equality is specific to the presidential campaign. It is a direct consequence of the legislation governing the election of the President of the Republic, which makes provision for equality between candidates from the start of the official campaign.
The principle of equality implies that candidates and their supporters have equal speaking and airtime (cf. article 3 of the law n°62-1292 of November 6, 1962 relating to the election of the President of the Republic by universal suffrage).
Speaking time
Speaking time includes all speeches made by a candidate, as well as speeches in support of his or her candidacy.
Airtime
Airtime includes a candidate's speaking time, speeches in support of his or her candidacy, and all sequences devoted to him or her, unless these are explicitly unfavorable.
Comparable programming conditions
By "comparable programming conditions", Arcom means the presentation and on-air access of candidates and their supporters, under the conditions set out in 2° and 3°, within each of the time slots detailed below:
Morning segment: 6am-9am
Daytime segment: 9am-6pm
Evening segment: 6pm-24pm
Night segment: 0h-6h

Raw speaking and airtime data
To make it easier to reuse the raw data collected from TV and radio channels, Arcom invites you to download, in a single file, all statements of speaking time for candidates and their supporters, as well as airtime, for all services and from the first period onwards.
The day before and on polling day
The "reserve period", the day before and on polling day
The day before and on polling day, it is forbidden to show any message having the character of electoral propaganda, as stated in the Electoral Code (paragraph 2 of article L49). No polls, results or electoral statements may be shown on air during this period, in order to avoid influencing voters' votes.
During this "reserve period", TV channels and radio stations may show documentaries on the voting of candidates and the personalities who support them, without giving them the floor. This ban also applies to Internet media.
Programs available prior to this date on TV channel and radio station websites or via an audiovisual medium on demand may remain accessible to the public.
The rule applicable to the announcement of results
In accordance with article L. 52-2 of the French Electoral Code, no results, partial or final, may be communicated to the public by any means before the shutdown of the last polling station in mainland France.
Campaign clips: dates and running order
Arcom has set the number and duration of broadcasts of the official radio and television campaign for the first round of the presidential election, and has drawn lots for the dates and running order of these broadcasts.

Fight agains information manipulation
Measures taken by online platforms
The major content-sharing platforms have acquired a major role in democratic processes. It is now essential that they demonstrate transparency in the measures they take to fight agains information manipulation phenomena, particularly during major electoral events.
Arcom's mission is to contribute to the fight agains information manipulation. To this end, it has drawn up a list of the means put in place by platforms in the run-up to the 2022 French presidential and legislative elections.
Sponsorship publications
The Constitutional Council oversees"the regularity of the election of the President of the Republic. It examines complaints and proclaims the results of the election". Twice a week, on Tuesdays and Thursdays, the Constitutional Council publishes the validated sponsorships for each candidate, on a dedicated website.
Controlling the election campaign
The mission of the Commission nationale de contrôle de la campagne électorale en vue de l'élection présidentielle (CNCCEP) is to ensure, in a general way, that candidates benefit from the same facilities from the State for the electoral campaign.
Control of campaign accounts
The Commission nationale des comptes de campagne et des financements politiques (CNCCFP - National Commission for Campaign Accounts and Political Financing) audits the campaign accounts of presidential candidates.
