In the run-up to the 2022 presidential election, Arcom regularly publishes tables showing the airtime and speaking time allocated to candidates by TV channels and radio stations.

Presidential election 2022

The 2022 presidential election will take place :

  • Sunday, April 10, 2022 (first round)
  • Sunday, April 24, 2022 (second round)

In Guadeloupe, Martinique, French Guiana, Saint-Pierre-et-Miquelon, Saint-Barthélemy, Saint-Martin and French Polynesia, voters will cast their ballots on Saturday April 9 and Saturday April 23.

Election period begins

For the audiovisual media, the election period for the 2022 presidential election began on January 1, 2022.

Televisions and radios are now required to count the airtime and speaking time of declared and presumed candidates, and submit their statements to the French regulatory authority for audiovisual and digital communication, Arcom, for verification.

Arcom regularly publishes speaking time tables on its website.

The Arcom notice establishes three successive periods

First period

An initial period running from January 1, 2022 to March 7, the day before the publication of the list of candidates drawn up by the Constitutional Council: during this period, broadcasters will ensure that candidates and their supporters receive equal speaking and airtime.

Second period

A second period running from March 8, the day of publication in the Official Journal of the list of candidates drawn up by the Constitutional Council, to the day before the start of the election campaign: equal speaking and airtime for candidates and their supporters must be respected under comparable programming conditions.

The election campaign period

The actual campaign period for the two rounds of voting, as defined in article L. 47 A of the Electoral Code; television and radio services must respect equal speaking and airtime under comparable programming conditions.

Arcom's role in the 2022 presidential election

Arcom, the French regulatory authority for audiovisual and digital communication, ensures respect for political plurality, the foundation of our democracy. Article 16 of the law of September 30, 1986 makes provision for: "For the duration of election campaigns, the regulator issues notices to providers of radio and television services authorized or having entered into an agreement under this law".

In application of this text, Arcom is adopting a notice intended to supplement, for the election, the schemes set out in the deliberation of January 4, 2011 on the principle of political plurality in radio and television services during election periods.
