    To keep pace with developments in Arcom's youth protection missions and objectives, the Authority has relied since 2005 on a committee of youngsters' experts, made up of professionals in direct contact with the world of childhood and adolescence.

    Pediatricians, psychologists, representatives of institutions and associations, professionals in the youth entertainment and creation sector, researchers, etc. The committee supplies a forum for reflection, experience-sharing and dialogue on issues relating to the protection of youngsters from traditional and digital media.

    The youngsters' expert committee: composition

    The committee meets within the framework of the working group in charge of protecting minors,"Protection des publics et diversité de la société française", chaired by Laurence Pécaut-Rivolier, a member of Arcom's board of directors.

    The committee is renewed by Arcom every two years.

    Since its renewal in January 2024, it has comprised eighteen specialists in childhood, adolescence, the audiovisuel world and digital.

    Committee activity and action

    Created by Arcom in 2005, the Young Audiences Expert Committee's mission is to issue notices concerning audiovisual content, and to contribute to Arcom's forward-looking vision of the challenges involved in protecting young audiences, particularly those related to new uses and digital developments. The committee's opinion is advisory in nature.

    The committee is regularly convened by Arcom, notably as part of the working group responsible for protecting youngsters.

    In particular, the experts contributed to the Authority's reflections on :

    • the introduction of regulations to protect children under three from the effects of television;
    • programmes for younger viewers and ratings;
    • successive communication campaigns on children's signs and the use of screens;
    • the advice given in the "Learn to use screens" leaflet (available for downloading in pdf format below);
    • the introduction of regulations governing audiovisual broadcasts of mixed martial arts (MMA) fights.

    If necessary, the opinion of one or more committee members can be sought. For example, on the occasion of the signing of the protocol of commitments to prevent the exposure of minors to online pornography, Béatrice Copper-Royer, a child and adolescent psychologist, and Grégoire Borst, professor of developmental psychology and educational cognitive neuroscience (Université Paris Cité), presented their analyses of the harmful effects of pornographic content on the psychological development of minors.
