2026 Review of the implementation and effectiveness of measures to ensure the visibility of services of general interest on user interfaces: launch of a public consultation

Pursuant to Article 20-7 of the Act of 30 September 1986 transposing Article 7a of the ‘Audiovisual Media Services’ Directive, Arcom ensures the implementation of measures designed to guarantee appropriate visibility for services of general interest (SGI) on user interfaces, such as smart TVs, internet service providers’ interfaces, or smart speakers.

PSIs comprise the audiovisual services provided by the public service broadcasters listed in Title III of the Act of 30 September 1986 – France Télévisions, Radio France, the organisation responsible for France’s international broadcasting (France Médias Monde), Arte, the Parliamentary Channel (LCP-AN and Public Sénat), the National Audiovisual Institute, and the TV5 Monde channel. By Resolution No. 2024-18 of 25 September 2024, Arcom extended this scope to include free-to-air national linear digital terrestrial television (DTT) services and the associated on-demand audiovisual media services, in view of their contribution to the plurality of currents of thought and opinion and to cultural diversity. Following on from this resolution, on 3 December 2025, Arcom specified all television services and on-demand audiovisual media services classified as being in the public interest, and the applications grouping them together, where appropriate.

Operators of platforms subject to the law, the list of which is published annually by Arcom, must submit a declaration to Arcom detailing the measures implemented during the previous year to ensure appropriate visibility of these SIGs on their user interfaces, in accordance with the terms set out in Decision No. 2024-19 with effect from 25 September 2024.

In this context, Arcom has received declarations relating to 19 of the 20 user interfaces concerned for the year 2025. Google has not provided the required information for the user interface installed on its smart speakers.

Furthermore, an analysis of the information submitted late by Apple reveals that its Apple TV set-top boxes and smart speakers are not subject to the law in 2025 and 2026, given the thresholds set out in Decree No. 2022-1541 of 7 December 2022. Furthermore, the M6+ user interface no longer meets the criteria for a user interface within the meaning of the Act of 30 September 1986 and its revocation has resulted in its removal from the list of interfaces subject to the law. These interfaces are therefore not being examined for the year 2025.

Arcom is today publishing the operators’ declarations and invites service editors and all interested parties to submit their comments on the implementation and effectiveness of the prominence schemes. These comments will inform Arcom’s work leading up to the publication of the first review of the application and effectiveness of these obligations, scheduled for autumn 2026.

This publication marks a new stage in the implementation of the scheme for ensuring appropriate visibility of SIGs. In an audiovisual environment characterised by a proliferation of interfaces and the development of methods of accessing content, the visibility of SIGs is a key factor in guaranteeing effective access to a plurality and diverse range of audiovisual content.

To this end, Arcom supports the revision of the ‘Audiovisual Media Services’ Directive ’ (AVMS Directive), the review of which has been initiated by the European Commission, by calling for the establishment of a harmonised European framework setting out the conditions for the appropriate visibility of SIGs, and for greater consideration to be given to technological developments, market transformations and the cross-border context. This review therefore presents an opportunity to strengthen the existing framework and the effectiveness of the scheme in order to ensure, in the long term, that services contributing to plurality and cultural diversity are given prominence.
