Arcom supports strengthening dialogue between regulators and major online platforms in Africa and the French-speaking world
Martin Ajdari, President of Arcom, took part in the first edition of the Forum for dialogue between regulators and platforms, held in Dakar on December 1 and 2, 2025.
This Forum is a continuation of the process initiated by Arcom during its presidency of the French-speaking Network of Media Regulators (REFRAM) between 2022 and 2024, with a view to adapting audiovisual regulation to the challenges raised by digital platforms on the African continent and in the French-speaking world.
The Forum featured presentations by experts, including Viginum, on preserving the integrity of information during election periods, as well as platform initiatives in the fields of protection of persons under 18 and artificial intelligence.
As permanent secretary of REFRAM, Arcom brought its expertise in digital regulation to bear on a critical review of the actions taken by stakeholder platforms (Meta, Google, TikTok and X) to contribute to a safer Internet.
While the discussions highlighted the progress made by the platforms, particularly in terms of cooperation with African regulation authorities and the use of French on their services, very significant margins for progress were also highlighted, notably in the areas of content moderation in local languages and the protection of persons under 18, which will be priority areas of work for the Forum.
An action plan proposed by Arcom was adopted for the next two years, making provision for the creation of a contact committee bringing together regulators and platforms more closely, the promotion of media and digital literacy initiatives, and the organization of thematic exchanges between regulators and platforms.
Arcom salutes the work of Senegal's Conseil national de régulation de l'audiovisuel (CNRA), which hosted this first Dialogue Forum in its capacity as REFRAM chairman, and summons the major platforms to step up their efforts to promote a safe and trustworthy digital space on the African continent and in the French-speaking world.
