Arcom welcomes the positive developments in Prime Video's contractual managerial framework in support of French and European creative talent
On May 6, 2026, the French regulatory authority for audiovisual and digital communication (Arcom) adopted a new amendment to the Prime Video service agreement.
This amendment concerns the publisher's obligations to invest in European and original EOF audiovisual and cinematographic creation for the period 2026 to 2028.
The Prime Video service will invest amounts significantly higher than the guaranteed minimum set at the end of 2021 (40 million euros), which have been determined with regard to the economic value of the service within the Prime supply and valuation practices in this area, under the provisions of decree no. 2021-793 of June 22, 2021 as amended.
For 2026, the annual amounts stipulated in the agreement - 90 million euros, or 110 million euros in the event of at least one cinematographic work being shown less than 12 months after its theatrical release - will be adjusted pro rata temporis to take account of the entry into force of the rider on May 1, 2026 and, where appropriate, the signing of an agreement with the film industry's professional organizations. For subsequent years, they will be adjusted in line with developments in Prime Video sales.
In the absence of agreements between the publisher (Prime Video) and the film industry's professional organizations, this agreement will be terminated by operation of law on July 31, 2026, unless the publisher expresses its intention to the contrary before that date. Where appropriate, Arcom will notify the publisher of its obligations in this regard.
