Biannual meeting of independent administrative and public authorities: cybersecurity and long-term challenges at the heart of discussions

On Wednesday June 11, 2025, the French Transport Regulation Authority (ART) was pleased to host the meeting of Independent Administrative and Public Authorities (AAI / API)[1]. This biannual meeting provides a valuable platform for exchange, coordination and reflection on the current challenges facing regulation, at both national and European level.

CYBERSECURITY, ARTIFICIAL INTELLIGENCE AND THE INSTITUTIONAL ROLE OF INDEPENDENT AUTHORITIES AT THE HEART OF DISCUSSIONS

The meeting was divided into three sessions.

Cybersecurity and data protection: Gaëtan Poncelin de Raucourt, Deputy Director Strategy at the French National Agency for Information Systems Security (ANSSI), spoke about digital security challenges. This presentation provided an opportunity to exchange views with the ANSSI on developments in threats and the protective measures required in terms of cybersecurity. The presentation was followed by a discussion on the protection of personal data.

The institutional role of IAAs and IPAs: A discussion on the role of independent authorities enabled participants to share their views on the place and missions of these authorities in the national and European institutional environment. The authorities present discussed their contribution, in their respective roles, to economic resilience, competitiveness and strategic autonomy in France and Europe.

News from the regulators: The meeting continued with a progress report on the work of the working group devoted to the use of artificial intelligence by AAIs and APIs, launched a year earlier. This working group enables participants to share experiences, exchange best practices and facilitate the integration of AI into their work processes. The round-table also addressed a number of current events, in particular the latest developments and initiatives concerning the European project to implement the Digital Networks Act.

AN OPPORTUNITY TO REINFORCE REGULATORS' COMMITMENT TO INNOVATION AND SECTOR RESILIENCE

This meeting once again illustrated the commitment of AAIs and APIs working in the field of economic regulation to coordinate their actions in order to meet the common challenges they face. It provided an ideal opportunity for forward thinking and the exchange of best practices, with a view to strengthening the effectiveness of their action.

The Autorité de contrôle prudentiel et de résolution (ACPR) was invited to attend as an observer.

The meeting was attended by representatives from the French Competition Authority (ADLC), the French Financial Markets Authority (AMF), the French Gaming Authority (ANJ), the French Regulatory Authority for Electronic Communications, Postal Services and Press Distribution (Arcep), de l'Autorité de Régulation de la Communication Audiovisuelle et Numérique (Arcom), de l'Autorité de Régulation des Transports (ART), de la Commission Nationale de l'Informatique et des Libertés (CNIL), de la Commission de Régulation de l'Énergie (CRE), de la Haute Autorité de l'Audit (H2A).

The next edition of this meeting will be held inautumn 2025.
