Europe's media regulators get their work programme underway in a crucial year for the development of Europe's media managers

On January 25, ERGA adopted the "terms of reference" for its sub-groups and action group, which will drive the 2022 work program [1]. These are intended to meet important expectations in a crucial year for media regulation. "Our program is ambitious, but it echoes major draft regulations that should have an impact on all EU member states," says ERGA Chairman Karim Ibourki.
The European Commission has announced a legislative proposal for the European Media Freedom Act (EMFA) for the third quarter of the year. Monitoring this initiative will be an important activity for ERGA throughout the year. Following on from this, the Digital Services Act (DSA) and the regulation on transparency and targeting of political advertising are currently under discussion. "These initiatives have one important thing in common, which is to respond to the problems of the online environment by regulating platforms and political advertising to reaffirm European digital sovereignty and ensure that European democracy is safeguarded. We cannot miss this opportunity, and to succeed, the Commission must use all its resources, including the national regulators who are already actively cooperating within ERGA", insisted the President.
To support this program, the ERGA has set up three sub-groups and an action group with specific missions and objectives. Sub-group 1, chaired by the Italian regulatory authority (AGCOM), will have as its main mission to support the implementation of the Audiovisual Media Services Directive, with a particular focus on video-sharing platforms.
Sub-group 2 will be led by the French regulatory authority (Arcom) and will have three main priorities. Firstly, it will develop ERGA's position in relation to the forthcoming Media Freedom Act (EMFA) proposal. Secondly, the sub-group will closely follow the discussions around the Digital Services Act and ensure that ERGA's views are promoted on this major regulation project. Finally, it will continue to reflect on and make proposals for the future of the ERGA, to ensure its smooth operation.
The third group, chaired by the Slovak regulatory authority (CBR), will prepare ERGA's position on the proposed regulation on transparency and targeting of political advertising. It will also have the important task of contributing to the development of the new code of good practice on misinformation and its monitoring. In this respect, the sub-group will be actively involved in a task force envisaged by the Commission with the aim of strengthening this code.
Finally, a specific action group, led by the Czech regulatory authority (RRTV), will ensure the implementation of the ERGA Memorandum of Understanding (MoU) adopted in December 2020. This group will also strengthen collaboration between the Union's national regulators within the framework of the MoU. This strengthening should help to ensure the effective implementation of the European regulatory framework, and in particular the Audiovisual Media Services Directive.
