Impact study on the use of radio resources allocated to the diffusion of terrestrial television services in mainland France
The cessation on June 6, 2025 of the diffusion of the four Canal Plus Group pay-TV channels on digital terrestrial television (DTT) has made radioelectric resources available.
In this manager, in accordance with the law of September 30, 1986 and the Conseil d'État's decision of February 19, 2025, the French regulatory authority for audiovisual and digital communication browsed, from April 30 to June 13, 2025, a public consultation on the use of radioelectric resources allocated to the diffusion of terrestrial television services in mainland France. The consultation received 40 contributions from a wide range of players, both professionals and private individuals. The Authority also carried out an impact study to assess the economic situation of the sector. Following the hearings and examination of any written contributions from interested third parties, this study will help inform Arcom's decision on whether to launch a call for bidders immediately or at a later date. This impact study was adopted by the Authority on July 2, 2025 and is published today.
Arcom is also publishing the non-confidential versions of the contributions to the public consultation launched on April 30, 2025.
The Authority will interview third parties who so wish on July 16, 2025. Requests for hearings must be sent no later than noon on July 8, 2025 to the following address etude-impact@arcom.fr.
Third parties wishing to submit written comments on the impact study may send their contributions to the French regulatory authority for audiovisual and digital communication by July 18, 2025, by e-mail to the same address.
