Implementing the European regulation on digital services: Arcom and VIGINUM sign a partnership agreement
Roch-Olivier Maistre, Chairman of the French regulatory authority for audiovisual and digital communication (Arcom), and Marc-Antoine Brillant, Head of the Vigilance and Protection against Foreign Digital Interference service (VIGINUM), have signed a partnership agreement.
Since the creation of the service in 2021, Arcom has been cooperating with VIGINUM as part of the implementation of the December 22, 2018 law on fighting information manipulation. On the strength of this fruitful collaboration, Arcom and VIGINUM wished to sign an agreement specifying the terms of their cooperation, in particular to strengthen it in the context of the European regulation on digital services (RSN) [1], and following Arcom's appointment as coordinator for digital services for France [2].
In the run-up to the Paris 2024 Olympic and Paralympic Games, this agreement aims to further intensify exchanges and the pooling of expertise, and thus fight even more effectively against foreign attempts at digital interference.
Arcom and VIGINUM are delighted with the signing of this agreement, which marks a new stage in their cooperation for the benefit of a safer internet serving all publics.
[1] This European text imposes a series of obligations on digital services in terms of fighting unlawful and harmful content, and ensuring transparency in their operations, particularly their algorithmic tools. Arcom is the authority responsible for ensuring that these obligations are applied by digital services established in France, and for coordinating the implementation of this regulation at national level. It carries out its mission in conjunction with the French national data protection agency (CNIL), in respect of schemes to protect privacy, and the DGCCRF, in respect of schemes specific to marketplaces.
