The French regulatory authority for audiovisual and digital communication is today issuing a call for applications for national television services to be broadcast terrestrially, full-time and in high definition.

The call is being issued in view of the expiry in 2025 of the authorizations currently granted to fifteen services (Canal +, C8, W9, TMC, TFX, NRJ 12, BFM TV, CNews, CStar, Gulli, LCI, Canal + Cinéma, Canal + Sport, Planète + and Paris Première).

The Authority will assess each application in the light of the criteria laid down by the law of September 30, 1986 and specified in this call for applications. In particular, Arcom will take into account the plurality of information and socio-cultural trends, the interest for the public or the commitment of the bid in terms of support for creation, its contribution and the measures taken in terms of societal issues and protection of the public, etc.

At the end of this call, all authorized services will be in high definition. To allow for this development, the Authority has amended deliberation no. 2015-33 on the rules for sharing radio resources for DTT multiplexes.

Applications must be sent to the French regulatory authority for audiovisual and digital communication by go paperless, in strict compliance with the following proceedings:

  • no later than noon, Paris time,on May 7, 2024, under penalty of inadmissibility, the applicant must send an e-mail requesting electronic submission of the application file;
  • no later than noon, Paris time, on May 15, 2024, failing which the application will be declared inadmissible, the applicant must submit the complete application file, in accordance with the proceedings specified by the Authority. Applications submitted may be modified, supplemented or replaced up to the same date.

After examining the admissibility of the applications submitted, Arcom will hold a public hearing of the candidates in the summer, and then select the applications. It will then enter into negotiations with the candidates concerned with a view to concluding the agreements, and finally issue the authorizations for use of the radioelectric resource, by the end of 2024.
