Invitation to tender for the diffusion of five part-time local television services in the Paris region: the Authority proposes a reorganization of schedules

On October 12, 2022, the French regulatory authority for audiovisual and digital communication launched five calls for tenders for the diffusion, on digital terrestrial television (DTT), of local services in the Paris region, shown in time-share on a single channel accessible at number 31.

The time-sharing of the channel was based on responses to a consultation conducted from April 4 to 20, 2022. Subsequent to this, the end of November 2022 saw the end of the diffusion of the Demain! IDF, which until then had occupied the 1:00 pm - 10:30 pm time slot, had led publishers holding licenses for this channel to demand a revision of this time division. A new review of the organization of this channel was launched on November 23, 2022. As part of this process, the Authority received four contributions.

On the basis of these submissions and others, the Authority felt that adjusting the timetable was likely to better satisfy the public interest and provide a more satisfactory economic environment for service editors. It has therefore modified the schedules of four calls for tenders:

The Authority has also decided to extend the deadline for submitting applications. These must be sent to the Authority by go paperless means, in strict compliance with the following procedures:

  • no later than noon, Paris time, on December 29, 2022, failing which the application will be inadmissible. For each call for tenders, the applicant will send an e-mail requesting to use the electronic submission procedure;
  • no later than noon, Paris time, on January 6, 2023, failing which the application will be inadmissible. For each call for tenders, the applicant must submit the complete application file, in accordance with the proceedings specified by the Authority. Applications submitted may be modified, supplemented or replaced up to the same date.

Any application submitted in disregard of the proceedings detailed in the call text will be declared inadmissible.
