Invitation to tender for two DTT services: selection of candidates
In response to the December 7, 2022 summons to tender for the production of two national television services to be broadcast by terrestrial free-to-air on a full-time basis and in high definition, the French regulatory authority for audiovisual and digital communication (Arcom), meeting on Monday January 23, 2023, declared the three applications received admissible: Métropole Télévision for the "M6" project; NJJ Projet 5523 for the "SIX" project; Télévision française 1 for the "TF1" project.
Meeting in plenary session on Wednesday February 22, 2023, Arcom selected, as a preparatory measure, the following projects:
- TF1 (Télévision française 1)
- M6 (Métropole Télévision company)
This selection follows a comparative examination of the applications and a public hearing of the three candidates on February 15, 2023.
It was made taking into account the criteria mentioned in articles 29, 30 and 30-1 of the law of September 30, 1986, by appreciating in particular the interest of each project for the public with regard to the priority imperative of safeguarding the plurality of socio-cultural currents of expression.
The Autorité will now enter into discussions with the selected candidates with a view to concluding an agreement defining the obligations and commitments of each of the two services. This agreement will have to be signed before a license for the use of radio resources on DTT is issued, which in turn will have to be issued before May 5, 2023.
