Arcom received three requests from Vortex, holder of the Skyrock category D service, to benefit from the provisions of paragraph 2 of article 42-3 of the law of September 30, 1986. These schemes enable the AMF to approve, outside the call for tenders and subject to conditions, changes in the ownership and category of radio broadcasting authorizations.

In the present case, the requests concern theAvignon (as well as Bagnols-sur-Cèze and Nîmes due to program constraints), Nice (as well as Cannes and Draguignan due to program constraints) and Toulon areas, and are aimed at enabling the Skyrock service to operate in category C in each of these zones.

As approval of these requests is likely to modify the markets in question, the Autorité has decided, in accordance with articles 28 and 42-3 of the law of September 30, 1986, to carry out an impact study for each of the areas concerned, which it is submitting for public consultation.

Comments from interested parties must be submitted by September 23, 2025 at the latest. They should be sent to the following e-mail address: etudeimpact-radio@arcom.fr.

Any requests for hearings should be sent by e-mail to the same address by August 26, 2025 at the latest.
