    At the request of the President of the French National Assembly's Committee on Cultural Affairs and Education, Arcom has published a report on the fight agains piracy in France. Arcom also presents the developments needed in anti-piracy tools to respond more effectively to infringements of content creators' rights.

    The audience for illegal services is now at its lowest level ever measured, with a 35% decrease between 2021 and 2025.

    In 2025, Arcom notified ISPs of 5,681 requests to block sports and mirror sites.

    Suggestions for adapting the legal framework

    Existing anti-piracy tools have proved their worth, but today they are insufficient to guarantee the effectiveness of the fight against piracy in the face of developments in consumption patterns.

    The proposals set out in this report focus on three main areas:

    • Axis 1 - Revise the control paradigm to renew and simplify regulation
    • Axis 2 - Promote a more federative model of regulation
    • 3 - Make greater use of criminal law and European law

    Barometer of the consumption of go paperless cultural and sports-related contdnt

    The Baromètre de la consommation des contenus culturels et sports-related contdnt dématérialisés reports on the unlawful consumption practices of French Internet users.

    It quantifies the overall level of consumption of the dematerialized cultural and sporting content observed (music, films, series, photos, video games, software, digital or audio books, online press, live sports broadcasts, podcasts, live shows and documentaries), qualifies the use of illegal meansemployed by Internet users to access this content, and analyzes the obstacles and motivations to legal consumption.
