    Arcom publishes its report on the application of the deliberation of May 17, 2017 on the fight against doping and the protection of people practicing physical activities and sports, for the fiscal years 2022 and 2023.

    Introduction

    Article 20-3 of the law of September 30, 1986 relating to freedom of communication; amended by the law of February 1, 2012 aimed at strengthening sports ethics and athletes' rights, now states that "television services that broadcast sports programs contribute to the fight agains doping and to the protection of people practicing physical and sports activities by showing programs relating to these subjects. The French regulatory authority for audiovisual and digital communication sets the conditions for application of this article".

    On June 26, 2012, the French Superior Audiovisual Council (now Arcom) adopted an initial deliberation on the conditions for contributing to the fight against doping and to the protection of people practicing physical and sporting activities, which defined the terms and conditions for the diffusion, by TV channels broadcasting sports programs, of programs enabling these two topics to be addressed.

    Following a cycle of consultation and consultation, a new deliberation on the fight agains doping and the protection of people practicing physical activities and sports was adopted on May 17, 2017. It follows the philosophy of the first text while clarifying certain definitions and widening its scope of application to local television services.

    The present report covers the application of this deliberation for the years 2022 and 2023.

    Arcom's recommendations to publishers

    Longer programs

    Ensure strict compliance with the minimum program length stipulated in the deliberation. Short formats, or sequences lasting less than two minutes, still account for too large a proportion of programs declared by broadcasters.

    Improving awareness raising and information

    Improve the way in which the issue of protecting people involved in physical activity and sport is dealt with, as it is still sometimes misunderstood by publishers. In addition to presenting initiatives to combat doping, Arcom reminds readers of the need to raise awareness raising and prevent doping by informing them of the health risks involved.

    Diversifying the program supply

    Continue efforts to diversify the program supply, with longer-form documentaries, drama programmes and programs for youngsters.

    Encourage multiple broadcasts

    Arcom invites publishers to continue multi-broadcasting short formats throughout the day. For programs with few diffusions, it encourages them to give priority to programming at peak times. Last but not least, Arcom urges broadcasters to give priority, whenever possible, to programming around sporting events, especially those of major importance.
