Key findings
Audiovisual and digital media actions
- TV channels and radio stations (public and private) have madea real effort to renew their approach to the challenges of media literacy, information literacy and digital citizenship: new formats, new partners, but even more so, new themes (e.g. the environment, the challenges of media representations, the proper use of online platforms, etc.);
- Public audiovisual players have taken care to strengthen their joint actions and develop new synergies (e.g.: creation of a fact-checking platform, "Vrai ou fake" and signature of the Joint Pact for Youth);
- Interesting initiatives, but still aimed almost exclusively at youngsters.
Arcom actions
- Intensified training initiatives and cooperation with national organizations;
- The publication of a study, carried out by the "OpinionWay" institute, on the relationship between teachers and digital citizenship. Key findings:
- Over 80% of teachers surveyed said they were concerned about their students' knowledge and practices in the digital world. According to them, the main shortcoming of students is their ability to think critically about the information shown on online platforms and social networks, as well as that shown in the audiovisual media;
- Lack of training is the main reason given by teachers for devoting, on average, only 3 hours per term to teaching the principles of digital citizenship;
- Respondents expressed the need for dynamic, real-world teaching aids to talk about digital citizenship in the classroom. In addition, the majority (over 58%) would like to benefit from the support of institutional structures such as Arcom.
- The development of international initiatives.
The Authority's recommendations to publishers
At the end of this second report, Arcom repeats a number of its recommendations to publishers on media and information literacy:
- First and foremost, address all types of audience, not just youngsters;
- Prioritize a co-constructed approach to educational resources and actions with major players in the world of education;
- As Arcom has done with the survey carried out by the "OpinionWay" institute, set up periodic operations to measure the impact of the actions carried out and the relevance of the resources produced.
Furthermore, in view of the structuring nature of these elements, Arcom encourages broadcasters to include them in multi-year action plans; these are essential tools for ensuring the sustainability of initiatives, and thus giving coherence and complementarity to the actions undertaken.
Arcom's next actions and dates to remember
- November 24, 2022, publication of a teaching scenario for primary school teachers, dedicated to the construction of information & the study commissioned by Arcom from the "OpinionWay" institute on teachers' relationship with digital citizenship;
- From November 29, training courses for teachers in the Créteil academy: one on equality between men and women in the media and the second, in January 2023, on the epresentation of French society and the fight against discrimination;
- From November 30 to December 2, Arcom takes part in the "Educatech expo" trade fair;
- As of December 8, training courses for journalism and communications students on the challenges of freedom of expression and representation in the audiovisual and digital media. Three training sessions are scheduled until January 24, 2023;
- In January 2023, renewal of the partnership agreement with the French Ministry of Education and Youth;
- As of January, the "Génération numérique" association, working on behalf of Arcom, will be extending the scope of its classroom activities to include challenges relating to representation, equality and citizenship in the audiovisual and digital media;
- March 27 to March 31: participation in Press and Media Week in Schools (SPME) & publication of two teaching scenarios for primary school teachers on the challenges of media representations.
