To mark World Radio Day, here's a reminder of the activities and actions of the French regulatory authority for audiovisual and digital communication, Arcom, linked, among other things, to the values and digital developments of the radio industry.

On the occasion of World Radio Day 2022, Unesco summons all radio stations worldwide to celebrate the 11th edition of this event and more than a century of radio.

The French regulatory authority for audiovisual and digital communication, Arcom, manages the frequencies summonsed to the audiovisuel sector. These frequencies are used to show FM radio and DAB+ (digital terrestrial radio), as well as satellite radio and other frequency bands.

Arcom is structured around seven working groups. The "Radios and digital audio" working group deals with all issues concerning the economic and technological development of radio services: DAB+ deployment strategy and FM landscape development, frequency planning models, calls for applications, application and development of agreements, analysis and support for economic and competitive changes in the sector and in usage (podcasts, online music access, etc.).

Developments and the digital transition

Arcom has a wide range of activities concerning radio and its operators. In particular, the Authority is responsible for program monitoring. But Arcom is also responsible for managing and promoting the development of radio in France, both technically and generically.

Digital terrestrial radio (DAB+)

Digitization of radio - DAB+ (digital terrestrial radio) - offers many benefits for both listeners and the stations themselves.

For listeners:

  • better sound quality ;
  • greater continuity of listeners on the move;
  • arrival of new stations;
  • enrichment of the audio stream with associated digital data;

For radios :

  • mutualization of broadcasting costs, thanks to grouping on the same frequency within a multiplex;
  • extended coverage in a context of FM band saturation;
  • guaranteed survival in the future all-Internet Protocol digital ecosystem, in synergy with 5G mobile networks (LTE technology).

Any radio station wishing to broadcast on French territory must first ask for permission from Arcom or, at the very least, declare itself. These services manage both radios shown on the FM band and those offered via other means, such as digital radio.

Audio streaming study

streaming audioserviceshave seen extremely sustained growth in recent years: the volume of streams on these services has risen from 28 billion in 2016 to 85 billion in 2020, and no fewer than 20 million people are now using audio streaming services.

At the same time, radio is still a central medium for music access: in 2021, 17.5 million people will be listening to radio music programs every day.
