European elections 2024: rules set by Arcom

Arcom's role is to ensure that each political party is fairly represented.
European elections 2024
- Citizens of European Union countries elect their representatives to the European Parliament.
- European elections are held every 5 years. The last European elections took place in May 2019.
- The next European elections will take place on Saturday June 8 and Sunday June 9, 2024.
- A total of720 MEPs from each EU country will be elected in 2024, 15 more than in the 2019 elections.
- The French are summoned to vote for 81 deputies.

Arcom's notice for radio and television services
On March 6, 2024, Arcom adopted a notice concerning the European elections (text available for downloading below), which supplements its deliberation of January 4, 2011.
This notice applies to all radio and television services, whatever their broadcasting method by any electronic communication process, from Monday April 15, 2024 until the day on which the election is won.
All providers of radio and TV services, with the exception of Arte and parliamentary channels, are thus required to comply with the rules laid down by Arcom.
This applies to all broadcasts (news programmes, news magazines and other news programmes).
The principle of fairness applies during the six weeks preceding polling day.
It does not apply to services which, exclusively accessible via online public communications, are devoted to the election propaganda of candidates or the political parties and groupings which support them.
Transmission and publication of intervention reports
The television and radio services designated by Arcom's notice send the Authority electronically the breakdown of speaking times for candidates, political parties and groupings and their supporters as recorded in their programs.
The data will be transmitted on the following dates:
- Period from April 15 to April 28 - Transmission date April 29.
- Period surveyed from April 15 to May 12 - Date of transmission May 13.
- Period surveyed from April 15 to May 19 - Transmission date May 20.
- Period surveyed from April 15 to May 26 - Date of transmission May 27.
- Period surveyed from April 15 to June 2 - Transmission date June 3.
- Period surveyed from April 15 to June 7 - Transmission date June 10.
Times are cumulated over the entire period concerned on each transmission date.

Arcom summons publishers to comply strictly with the rules of political plurality
Conditions for the production, programming and diffusion of election campaign broadcasts
On Thursday, May 2, Arcom published a decision on the conditions for the production, programming and diffusion of election campaign broadcasts for the European elections on June 8 and 9, 2024.
Duration, number, dates and running order of official campaign broadcasts
On May 23, 2024, Arcom adopted the decision setting the duration and number of broadcasts of the official campaign for the elections of representatives to the European Parliament on June 8 and 9, 2024.

Fighting information manipulation on online platforms
On the same day, Arcom also adopted recommendations on fighting the manipulation of information on online platforms (text available for downloading below).
This concerns very large online platforms (TGPL) and very large search engines (TGMR), now subject to the Digital Services Regulation (DSR), which came into full effect on February 17, 2024. TGPLs and TGMRs, designated by the European Commission, are now subject to strengthening obligations, primarily to identify and reduce systemic risks.
In line with the European Commission's draft guidelines, Arcom recommends best practices for online platforms to fight the risks of online disinformation during election periods, taking into account the specificities of French electoral law.
Fight agains information manipulation
The network of European audiovisual media services regulators (ERGA) has launched a communication campaign to remind people of the means available to them to limit these risks.
