Mrs Laurence Pécaut-Rivolier and Mr Denis Rapone will become members of the Arcom college on January 1, 2022.
Ms Laurence Pécaut-Rivolier, Conseiller à la Cour de cassation, and Mr Denis Rapone, Conseiller d'Etat, have been appointed by decree of December 17, 2021 and with effect from January 1, 2022 as members of the college of the new French regulatory authority for audiovisual and digital communication, Arcom.
Arising from the merger of the French Superior Audiovisual Council (French Superior Audiovisual Council) and the High Authority for the diffusion of works and protection of intellectual property on the internet (Hadopi), Arcom was created by the law of October 25, 2021 on the regulation and protection of access to cultural works in the digital age, which made provision for its establishment on January 1, 2022.
An independent public authority, this new regulator will see its scope of competence widened to include players in the digital field, including foreign subscription video-on-demand (SVOD) services, in line with the Audiovisual Media Services Directive, and online platforms, particularly in the fight against information manipulation and online hate. The law also strengthens the Authority's means of action in the fight against piracy.
To carry out its various missions in the audiovisuel and digital fields, the Authority's college will be made up of nine members, appointed by five different authorities for non-revocable six-year terms, renewable by thirds every two years.
The current college of the French Superior Audiovisual Council, whose members will also become members of Arcom on January 1, welcomes the arrival of these two new members, whose extensive experience and perfect knowledge of both private and public law, as well as of the institutions and challenges of audiovisual and digital regulation, will be invaluable assets in successfully carrying out Arcom's missions in a radically changing landscape.
