National call for DTT candidates: Arcom takes note of the Conseil d'Etat's decision

In a verdict published today, the Conseil d'Etat ruled that Arcom had not committed any illegality by not selecting the projects of C8 and NRJ 12 as part of the national DTT bidding process launched on February 28, 2024.

Arcom takes note of this decision, which validates the choice of projects made by the regulator in the light of the criteria laid down in the law of September 30 1986, in particular the public interest and the plurality of socio-cultural currents of expression.

The Conseil d'Etat also invited the regulator to immediately launch a new impact study and public consultation procedure to assess whether a new call for applications should be launched to allocate the frequencies that have become vacant as a result of the Canal + Group's decision not to proceed with the application of its pay-TV channels, which had been shortlisted at the end of the public hearings organized by Arcom last July.

The Autorité will comply with the Conseil d'État's decision, and will carry out an impact study in accordance with article 31 of the law of September 30, 1986.

Arcom points out that viewers will be able to access two new supplies, T18 and OFTV, on DTT from June 6 and September 1, 2025 respectively. The nine channels already present on DTT, having had their frequencies renewed, will continue to be accessible.
