Accessibility of services providing access to audiovisual media services
Summary
Since June 28, 2025, the law has entrusted Arcom with the task of ensuring compliance with a certain number of obligations relating to the accessibility of the services of publishers and distributors of audiovisual communication services providing access to audiovisual media services.
Which players are involved?
In particular,"publishers and distributors of audiovisual communication services" means:
- Publishers of audiovisual media services who provide access to their services directly via a website or mobile application (e.g. TF1+, France.tv, M6+, Arte.tv, RMC-BFM Play, Netflix, Amazon Prime Video or Disney+);
- Internet service providers who distribute audiovisual media services as part of their supply (e.g. Orange, Bouygues Telecom, SFR or Free);
- Any other player distributing audiovisual media services (e.g. MyCanal or Molotov).
Which departments are affected?
In particular,"services providing access to audiovisual media services" means:
- Internet sites ;
- Online applications;
- Applications integrated into set-top boxes;
- Mobile applications;
- Connected TV services.
What are the obligations of the players involved?
The players concerned must comply with several obligations:
- They must make their websites, mobile applications and, where they offer them, their electronic program guides accessible to people with disabilities;
- They must provide information assessing how their service complies with these accessibility requirements;
- They must ensure that accessibility schemes (SME subtitling, audio description, audio subtitling, sign language performance), where they exist, are fully transmitted at a quality appropriate for crisp viewing, and synchronized with sound and video;
- They must provide information on the availability of these ccessibility schemes;
- They must ensure that the user can adjust the display and use of these ccessibility schemes;
- They must provide information on the interoperability of their services with assistive schemes and functionalities.

You can contact Arcom using the contact form,selecting "Program accessibility" as the subject of your request. To enable Arcom to deal with your request efficiently, it is essential to specify the content of the request, mentioning in particular :
- the service providing access to audiovisual media services concerned (see"Which players are concerned?" and"Which services are concerned?" ) ;
- where relevant, the conditions of access to the service (e.g. Internet browser and/or operating scheme used);
- the breach identified (see"What obligations must the players concerned respect?");
- the audiovisual media service browsed, when the problem concerns access to only one service in the supply (e.g. lack of subtitling on a particular channel distributed by an ISP).

Arcom ensures that TV channels make their programs accessible to people with hearing or visual impairments.
We also carry out awareness raising and incentive initiatives concerning the integration and training of people with disabilities in the audiovisual media, the development of accessibility quality and the qualitative improvement of on-air representation of disability and people with disabilities.
