    Legal framework for services of general interest (SIG)

    Article 7a of Directive 2018/1808 of the European Parliament and of the Council of November 14, 2018 amending Directive 2010/13/EU on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the provision of audiovisual media services (Audiovisual Media Services (AVMS) Directive), taking into account developments in market realities, opens up the option for Member States to take measures to ensure appropriate visibility for audiovisual media services of general interest.

    Article 7 bis of the AVMS Directive was transposed into French law by article 20-7 of law no. 86-1067 of September 30, 1986. Implementing decree no. 2022-1541 of December 7, 2022 specifies the thresholds for user interfaces subject to the obligation of appropriate visibility for services of general interest.

    Pursuant to the Decree of December 7, 2022, Arcom publishes an annual list of interfaces that exceed the thresholds set out in the Decree, and which are therefore subject to the obligations of appropriate visibility of services of general interest, based on data from the previous year.
