Decision of 12 June 2026 determining the number and duration of broadcasts for the official audiovisual campaign for the election of members of the Congress and Provincial Assemblies of New Caledonia on 28 June 2026

The French regulatory authority for audiovisual and digital communication

Having regard to Organic Law No. 99-209 of 19 March 1999 relating to New Caledonia;

Having regard to Organic Law No. 2025-1055 of 6 November 2025 aimed at postponing the general renewal of the members of the Congress and Provincial Assemblies of New Caledonia in order to allow for further discussion with a view to reaching a consensual agreement on the institutional future of New Caledonia;

Having regard to the Electoral Code, in particular Article L. 404 thereof;

Having regard to Law No. 86-1067 of 30 September 1986, as amended, on freedom of communication, in particular Article 16 thereof;

Having regard to Decree No. 2026-416 of 29 May 2026 convening voters for the full renewal of the members of the Congress and Provincial Assemblies of New Caledonia;

Having regard to Decision No. 2026-256 of 27 May 2026 on the conditions for the production, scheduling and diffusion of programmes for the official audiovisual campaign for the election of members of the Congress and Provincial Assemblies of New Caledonia;

Having regard to the individual declarations of affiliation sent to the French regulatory authority for audiovisual and digital communication by the High Commissioner of the Republic in New Caledonia on 7 May 2026;

Having regard to Order No. 2026-46 of 9 June 2026 of the High Commissioner of the Republic in New-Calédonie establishing the lists of candidates for the election of members of the Congress and the provincial assemblies on 28 June 2026;

Having regard to Order No. 2026-47 of 11 June 2026 of the High Commissioner of the Republic in New-Caledonia establishing the list of candidates for the election of members of the Congress and the Provincial Assemblies on 28 June 2026;

Having regard to the letter from Ms Sonia Backès, head of the ‘Les Loyalistes Le Rassemblement - Strong & United’ and Ms Vanessa Wacapo, head of the ‘Let’s Act Together for the North’ list, dated 8 June 2026, demanding the pooling of speaking time for the lists ‘Les Loyalistes Le Rassemblement - Strong and United” in the South Province, “Let’s Act Together for the North” in the North Province and “A New Breath of Life” in the Loyalty Islands Province, pursuant to the third paragraph of Article L. 404 of the Electoral Code;

Having regard to the opinion of the Government of New Caledonia with effect from 10 June 2026;

Considering that under the provisions of paragraph I of Article L. 404 of the Electoral Code, ‘lists may decide to share their speaking time "; that this option is thus available to lists submitted by political parties and groups represented in the Congress and the provincial assemblies;

Having deliberated on the matter,

Decides:

Article 1 – The broadcasting time allocated to each of the lists mentioned in the Order of 9 June 2026 for the official audiovisual campaign for the election of members of the Congress and Provincial Assemblies of NewNew Caledonia on 28 June 2026 is determined as follows, for both television and radio:

1) Lists submitted by the political parties and groups represented in the Congress and the Provincial Assemblies:

• UC-FLNKS ILES (Loyalty Islands Province): 14 minutes 8 seconds, i.e. three programmes of 4 minutes 43 seconds;
• NATION AUTOCHTONE (Loyalty Islands Province): 5 minutes, i.e. two programmes of 2 minutes 30 seconds;
• UN NOUVEAU SOUFFLE (Loyalty Islands Province): 22 minutes 23 seconds, i.e. three programmes of 7 minutes 28 seconds;
• PALIKA ÎLES (Loyalty Islands Province): 14 minutes 8 seconds, comprising three programmes of 4 minutes 43 seconds.
• AGISSONS ENSEMBLE POUR LE NORD (Northern Province): 22 minutes 23 seconds, comprising three programmes of 7 minutes 28 seconds each;
• UC-FLNKS (Northern Province): 14 minutes 8 seconds, comprising three broadcasts of 4 minutes 43 seconds;
• NATIONAL UNION FOR INDEPENDENCE (UNI) (Northern Province): 14 minutes 8 seconds, comprising three broadcasts of 4 minutes 43 seconds;
• KANAKY POUR TOUS (Southern Province): 17 minutes 40 seconds, comprising four broadcasts of 4 minutes 25 seconds;
• THE LOYALISTS AND THE RASSEMBLEMENT – STRONG AND UNITED (Southern Province): 22 minutes 23 seconds, comprising four broadcasts of 5 minutes 36 seconds;
• ANOTHER WORLD IS POSSIBLE! (Southern Province): 10 minutes 36 seconds, comprising four programmes of 2 minutes 39 seconds each;
• A PROVINCE FOR ALL, A COUNTRY OF SOLIDARITY, A SHARED FUTURE (Southern Province): 10 minutes 36 seconds, comprising four episodes of 2 minutes 39 seconds;
• UNITED FOR THE COUNTRY (Southern Province): 14 minutes 8 seconds, comprising four programmes of 3 minutes 32 seconds.

2) Other lists:

• BASELAIA (Loyalty Islands Province): 2 minutes 44 seconds, i.e. one broadcast of 2 minutes 44 seconds;
• COMMITTED TO WORKING FOR THE PROSPERITY OF OUR PROVINCE AND THE SOVEREIGNTY OF OUR COUNTRY (Loyalty Islands Province): 2 minutes 44 seconds, i.e. one broadcast of 2 minutes 44 seconds;
• UNITY TO BUILD THROUGH CONSENSUS (Loyalty Islands Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• ALTERNATIVE NORD FOR A SOVEREIGN COUNTRY (Northern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• FAIRE PAYS (Northern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• FAIRE PAYS (Southern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• FRANCE CALEDONIE, UNE PATRIE (Southern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• NOUS, REUNIS ! (Southern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• FOR A FRENCH NEW CALEDONIA (Southern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• KANAKY SOVEREIGNTY NEW CALEDONIA (Southern Province): 2 minutes 44 seconds, i.e. a programme lasting 2 minutes 44 seconds;
• HOPE FOR TOMORROW (Southern Province): 2 minutes 44 seconds, i.e. a broadcast of 2 minutes 44 seconds.

Art. 2 – Pursuant to the third subparagraph of paragraph I of Article L. 404 of the Electoral Code, certain lists have demanded the joint use of their speaking time.

• The lists “Les Loyalistes Le Rassemblement – Forts et Unis ’ (Southern Province), ‘Agissons ensemble pour le Nord’ (Northern Province) and ‘Un nouveau souffle’ (Loyalty Islands Province), by letter from Ms Sonia Backes and Ms Vanessa Wacapo with effect from 8 June 2026.
• Taking note of this pooling, the airtime for these three lists has been combined, representing a total of 1 hour 7 minutes 8 seconds. This total airtime is divided into 10 broadcasts of 6 minutes 43 seconds each.

Art. 3 – This decision shall be published in the Official Journal of the French Republic and in the Official Journal of New Caledonia.
