Fighting information manipulation: declarations from online platform operators and Arcom questionnaires
Summary
Each year, Arcom sends a questionnaire to online platform operators. The purpose of this questionnaire is to help operators prepare their annual declaration, and to provide input for Arcom's comparative assessment of the application and effectiveness of the measures they have taken.
The law of December 22, 2018 on the fight against the manipulation of information requires the main online platform operators to take measures to fight the diffusion of false information likely to disturb public order or alter the sincerity of one of the ballots mentioned in the first paragraph of article 33-1-1 of the law of September 30, 1986. It entrusts Arcom with the task of monitoring these measures.To this end, Arcom sent a notice on May 15, 2019 inviting them to implement a number of concrete actions.

2023 declarations by online platform operators
Arcom publishes annual declarations from online platforms on the measures they are taking to fight information manipulation.
In 2023, twelve operators sent a declaration to Arcom: Dailymotion, Google, LinkedIn, Meta, Microsoft, Pinterest, Snap, TikTok, Twitch, the Wikimedia Foundation, X and Yahoo.

Upcoming developments in the French and European legal frameworks
Since the law of December 22, 2018, the main online platform operators have been required to take measures to fight the diffusion of false information likely to disturb public order or alter the sincerity of electoral votes mentioned inarticle 33-1-1 of the law of September 30, 1986.
Arcom is responsible for monitoring these measures. To this end, it sent them a notice on May 15, 2019 inviting them to implement a number of concrete actions.
This legal manager is destined to develop in the context of the forthcoming implementation of the European regulation on digital services (RSN or DSA).
2022 declarations by online platform operators
Arcom publishes annual declarations from online platform operators on means to fight information manipulation in 2021.
In 2022, twelve operators sent a declaration to Arcom: Dailymotion, Google, LinkedIn, Meta, Microsoft, Pinterest, Snapchat, TikTok, Twitter, Webedia, the Wikimedia Foundation and Yahoo!
