The French regulatory authority for audiovisual and digital communication, Arcom, presents its guide to French Sign Language (French Sign Language) and the schemes for making election news programs accessible.

Arcom works to ensure that TV channels make their programs accessible to people with hearing or visual impairments.

In the presence and with the participation of Sophie Cluzel, Secretary of State to the Prime Minister for the Disabled, Jérémie Boroy, Chairman of the Conseil National Consultatif des Personnes Handicapées(CNCPH) and Frédéric Cloteaux, Director of Vivre FM radio, Roch-Olivier Maistre, Chairman of Arcom and Carole Bienaimé Besse, member of the Arcom board and chairwoman of the "Education, audience protection and social cohesion in audiovisual and digital media" working group, presented the ccessibility measures for the elections at a press conference at Arcom headquarters on Thursday March 17.

A scheme to promote the accessibility of programs, strengthened during election periods

The law of February 11, 2005 obliges service editors to make programmes accessible to the deaf or hard-of-hearing on services with an audience of over 2.5% of the total television audience, both during and outside election periods. For other channels, a proportion of accessible programs is set out in the agreements signed with Arcom.

Nevertheless, Arcom's deliberation of January 4, 2011 makes provision for a strengthening regime during election periods for this second service category, which is required to "promote access [...] for the deaf or hard-of-hearing to the main programs devoted to election news at peak times", with particular attention paid to "debates organized between candidates".

The Arcom decision published in the Journal Officiel on March 2, 2022, concerning the conditions for the production, programming and diffusion of official campaign broadcasts, makes provision for the first time for candidate clips to be systematically subtitled and accompanied by French sign language interpretation. In addition, for the clips shown on France 2, Arcom has made provision for accessibility for the blind and partially sighted through the use ofaudio description.

Accessibility quality

Article 20-6 of the French law of September 30, 1986, introduced on December 21, 2020 when the new AVMS directive was transposed into French law, stipulates that Arcom "shall ensure the continuous and progressive quantitative and qualitative strengthening of accessibility".

The Covid crisis and the importance of communicating the right behavior to adopt in the face of the epidemic have made the accessibility of information, particularly for deaf or hard-of-hearing people, a major public health issue.

Guide to French Sign Language images

French Sign Language (French Sign Language) enables hundreds of thousands of hearing-impaired viewers to access information. Today, the development of French Sign Language continues in the run-up to the presidential election, with increasing use of performers to sign candidates' speeches at political rallies.

However, at the same time, the principles set out in the quality charter for the use of French Sign Language in television programs have not always been respected. That's why Arcom has published a guide to French Sign Language visualization to complement the 2015 charter.
