Meeting at the XIXth Sommet de la Francophonie, the heads of state and government of countries sharing the French language adopted the "Appel de Villers-Cotterêts", designed to amplify the efforts and commitments of digital platforms in favor ofan inclusive, plurality, quality and trust-based digital space.
On this occasion, the Réseau francophone des régulateurs des médias (REFRAM ) was represented by Roch-Olivier Maistre, President of Arcom and President of REFRAM, Latifa Akharbach, President of the Haute Autorité de la communication audiovisuelle of Morocco, President of the Réseau des instances africaines de la communication audiovisuelle (RIARC) and René Bourgoin, President of the Haute Autorité de la communication audiovisuelle of Côte d'Ivoire, Vice-President of RIARC.
The text of the Appeal sets out five priority areas for action in order to contribute to the advent of an integrated and secure French-speaking digital space:

- Ensure greater transparency, diversity and proximity.
- Assume greater responsibility for content moderation.
- Contribute to better protecting French-speaking companies and information spaces from risks related to the use of their services.
- Contribute to cultural and linguistic diversity and fair remuneration for creative work.
- Contribute to digital inclusion and the training of users for the advent of French-speaking digital citizens.
