The "Let's Play Together" operation, from October 2 to 8, 2023, encourages audiovisual media, TV and radio, to include more sports broadcasts, subjects, programs and interviews dedicated to parasport and players in the world of disability.

Let's play together!

Organized by Arcom since 2021, in partnership with the Ministry of Sport and the Olympic and Paralympic Games, the Delegate Ministry in charge of Disabled People and the French Paralympic and Sports Committee(CPSF), the third edition of the "Jouons ensemble" parasport media operation takes place this year from October 2 to 8, 2023.

Throughout this week, just a few months away from the Paris 2024 Gaming, the media are mobilizing to showcase the inspiring journeys of parasport athletes and demonstrate that sport is a formidable vector for transformation towards a more inclusive society. Few people with disabilities engage in regular physical activity and sport, yet the positive effects are regularly demonstrated: fighting agains the effects of a sedentary lifestyle and the increased risk of obesity that ensues, improving mobility, reducing the need to take medication, feeling positive about one's body and having a better perception of it, and so on.

This year's sponsors are Cédric Nankin, a wheelchair rugby player, and Nantenin Keita, a para-athlete.

The launch conference will take place on Thursday, September 28, at Arcom headquarters in Paris, in the presence of Amélie Oudéa-Castéra, Minister for Sport and the Olympic and Paralympic Games, Fadila Khattabi, Minister Delegate for the Disabled, Roch-Olivier Maistre, President of Arcom, Laurence Pécaut-Rivolier, member of Arcom and President of the "Protection des publics et diversité de la société française" working group, and Valentine Duquesne, Research Officer at the French Paralympic and Sports Committee (CPSF).

According to the latest results of the Arcom study on the representation of parasport in television programs, 10.4% of airtime in sports magazines viewed was devoted to parasport (6% excluding the program Champions d'exception, whose editorial line is entirely dedicated to parasport).

The amount of airtime devoted to men's para-sport (48.3%) is 3 times greater than that devoted to women's para-sport (15.9%). This difference is comparable to that observed for able-bodied sport. In other words, disabled sportswomen are both underrepresented.

How is parasport portrayed on French television?

As part of the "Jouons ensemble" campaign, Arcom has published a study on the representation of parasport on television, carried out with the participation of the Institut national de l'audiovisuel (INA). The study is based on an analysis of five general-interest sports magazines shown on three different channels.

The results are presented in the form of a number of general observations, followed by a comparative analysis of the portrayal of parasport in relation to able-bodied sport, in order to highlight the differences that can be observed in the editorial treatment of these two sporting subjects.

Publishers were invited to send Arcom the programming they plan to put on during the operation, during the week of October 2 to 8, 2023.

In addition to the "Let's play together" week, the TF1 group is committed to promoting parasport in the media throughout the year:

  • The 13H and 20H news broadcasts regularly address the theme of parasport on air, for example from the angle of the inclusion of children with disabilities in school sports or the accessibility of soccer. In 2023, the news broadcast also followed a number of Paralympic athletes a few months ahead of the Gaming, devoting regular on-air profiles to them, such as visually-impaired athlete Alice Methais, hemiplegic cyclist Alexandre Léauté from Brittany and visually-impaired mountaineer David Labarre. TF1's news broadcasts devoted over 20 items to Paralympic athletes during the last Olympic Games in Tokyo.
  • A few weeks ago, Christelle Chiroux, the TF1 Group's news mediator, devoted an episode of her podcast Expertes à la Une to the visually impaired para-athlete Nantenin Keïta, a sprinter who has won numerous world and Paralympic medals. With the Salif Keïta Foundation, the French national team and her sponsor partners, she fights to turn disability into strength.
  • TF1 has been working for several years with handisport swimmer Théo Curin, who is very present on air, both in Sept à Huit, where he tells in the Portrait of the Week how he became an accomplished sportsman with a mind of steel, in the documentary Théo Curin : ma différence, ma force, shown in the second half of the evening on TF1, and in the event TV movie Handigang, in which high school students create a gang to denounce the lack of accessibility and consideration they suffer on a daily basis.

TF1 also contributes to the media coverage of parasport through its flagship entertainment programs, which offer a different angle on the subject. In 2019, Danse avec les stars was the first show to include a paralympic athlete in its cast, with Sami El Gueddari, French handisport swimmer and bronze medallist at the European Swimming Championships. After an exceptional career, he will win the 10th season of Danse avec les stars on November 23, 2019. Another example is the show Ninja Warrior, broadcast on TF1, which has also included Paralympic athletes in its cast, such as Jean-Baptiste Alaize, Paralympic sprinter and world long jump champion.

France Médias Monde's media are joining forces with the 3rd edition of "Jouons Ensemble", organized by Arcom. Throughout the week of October 3 to 8, parasport will be highlighted on the airwaves, in French and in foreign languages, by highlighting the inspiring careers of disabled athletes, and by giving a voice to para-athletes from all disciplines.

  • RFI's editorial team will be featuring a documentary on Mathieu Thomas (para-badminton), a focus on inclusive clubs and a report on Paralympic Day at Place de la République. Digital modules will complete the program.

The France Médias Monde media are joining forces with the 3rd edition of "Jouons Ensemble", organized by ARCOM. Throughout the week of October 3 to 8, parasport will be highlighted on the airwaves, in French and in foreign languages, by highlighting the inspiring careers of disabled athletes, and by giving a voice to para-athletes from all disciplines.

  • On France 24, documentary reports are produced on Place de la République for Parasport Day on October 8, as well as other modules and interviews with athletes. The group's Arabic-language channels are also mobilized, with the "Top Sport" program on Monte Carlo Doualiyaon Monday October 2 devoted to parasport, as well as thematic documentaries shown in Monte Carlo Doualiya 's morning Sports News and on France 24 in Arabic throughout the week.

The representation of disability on television and radio, Arcom's action

Improving the portrayal of disability and the accessibility of audiovisual programs is one of the core missions of the French regulatory authority for audiovisual and digital communication, Arcom, whose action in this area has grown over the years.

Arcom'srole in the field of disability stems from the provisions of the law on freedom of communication. The on-air representation of disability is part of Arcom's broader mission to ensure the representation of diversity.

"[...] theAuthority contributes to actions in favor of social cohesion and the fight agains discrimination in the field of audiovisual communication. In particular, it ensures that audiovisual communication services reflect the diversity of French society, taking into account the nature of their programs [...] ".

Arcom's action is focused on three areas:

  1. Programaccessibility.
  2. Representation of the disabled on the airwaves.
  3. Professionalintegration of disabled people in audiovisual industry companies.

Each year, Arcom monitors TV channels' compliance with their accessibility obligations, and publishes a report on its website.

The Authority is raising awareness among broadcasters of the importance of quality accessibility, with the adoption of several charters and guides, which you can find below.

Since 2005, the French regulatory authority for audiovisual and digital communication, Arcom, has been raising awareness among publishers about program accessibility for people with disabilities.
