Summary
2022 will go down as a historic year for Arcom. Since its creation on January 1, 2022, and throughout the year, France's youngest independent public authority has endeavored to listen ever more closely to the public and to players in the audiovisual and digital industries.

Did you know that children aged 3 to 17 spend an average of 3 hours a day in front of screens? And that bythe age of 12, nearly 1 in 3 children have already been exposed to pornographic content?
15% of people will be equipped with a DAB+ device by 2021 (+2 points in one year). Dedicated media (fixed radio, car radio, etc.) are still more widely used as the primary listening medium than multimedia media.

Report on the portrayal of disability on air and program accessibility
Every year, Arcom monitors TV channels' compliance with their obligations to make television programs accessible to people with disabilities, and to represent disability on air.
Listening to streaming music - analysis and comparison with radio
Audio streaming services are enjoying growing popularity. In January 2022, Arcom published a study on music listening via audio streaming.
Women on television and radio
Every year, Arcom publishes its report on the representation of women on television and radio. The last report showed an improvement in the situation.
Do the audiovisual media reflect French society?
Arcom reports annually to Parliament on the actions of television and radio service editors in terms of the epresentation of French society and the fight agains discrimination, as well as the actions it has taken.

In March 2022, the Pôle commun Arcep-Arcom published the 2nd edition of the Référentiel des usages numériques.

The aim of the "Sport Féminin Toujours" operation was to encourage the media to offer programs promoting women's sport on their channels between February 14 and 20.
Press and Media Week in Schools (SPME)
The 33rd Press and Media Week in Schools (SPME) took place throughout France from March 21 to 26. Every year, Arcom is a partner in this event organized by the Centre de liaison de l'enseignement et des médias d'information (Clemi).
Youth signage: a new awareness-raising campaign
On Tuesday November 15, Arcom unveiled its 2022-2026 scheme to raise awareness of youth signage, with new TV spots, radio spots and tutorials.
Children and screens" campaign 2022
Since 2008, TV channels have been relaying Arcom's "Enfants et écrans" news programme, a reminder that TV programmes of all kinds are not suitable for children under 3. From July 8 to 11, TV channels took up the Authority's advice and key messages on protecting toddlers.
"Let's play together", the parasport media campaign
Organized by Arcom, the second edition of the "Jouons ensemble" parasport media campaign was held from November 14 to 20, 2022.

Supervision of online platforms and social networks
Fight agains information manipulation
In 2022, the Authority presented at a press conference its assessment of the means and measures implemented by operators to fight agains information manipulation, as well as an assessment of the three years of application of the December 2018 law.

Fight agains online hate
Platforms have obligations regarding means and transparency in the fight against online hate, and face legal sanctions from Arcom if they fail to comply. In 2022, Arcom published guidelines for operators under the legislation on fighting the dissemination of online hate content.
Fighting the exposure of persons under 18 to online pornography
Arcom is responsible for enforcing the ban on access by persons under 18 to pornographic sites, in accordance with the law of July 30, 2020 aimed at protecting against domestic violence. Adult site editors whose age-control scheme is unsatisfactory may be put on formal notice by Arcom and have their service blocked and/or delisted from search engines, by decision of the president of the Paris judicial court.

International: Arcom takes over REFRAM presidency
On October 6 and 7, Arcom hosted the 7th Conference of Presidents of the member authorities of REFRAM, the French-speaking network of media regulators, in Paris.
Discussions between regulators focused on the following theme: " Adapting regulation to the challenges and challenges of digital platforms ".
Under the provisions of the conference, Arcom Chairman Roch-Olivier Maistre was appointed Chairman of REFRAM for a two-year term.
First Arcom study day
Arcom, published a call for contributions to the scientific community, in order to select the works of researchers dealing with subjects related to its missions and to organize the Authority's first study day.
Arcom's first study day enabled researchers in the humanities and social sciences to present and discuss their work on audiovisual and digital media with an audience of experts. Read all the researchers' presentations at the Authority's headquarters.
