2023 in action: Arcom serving the public
Summary
Almost two years after its creation (on January 1, 2022, editor's note), the activities of the French regulatory authority for audiovisual and digital communication, Arcom, have continued to develop and intensify.
Significant progress and concrete advances in terms of audience protection, social cohesion,media education, protection and promotion of creation and modernised traditional media, give an idea of the volume and variety of subjects dealt with by the regulator throughout 2023.
It is above all on a European and international scale that regulation will have developed the most, propelling Arcom to the heart of the challenges in the fight against online hate and the manipulation of information.

Arcom 2023-2025 strategic project
"Building the audiovisuel and digital regulation of tomorrow"
The Authority's project is based on four major objectives:
- to protect audiencesever more effectively
- provide greater support for transformations in the audiovisual and digital industry
- participate in the development of European regulation
- continue to modernise its operations
Ms Bénédicte Lesage, nominated by the President of the French National Assembly, and Mr Antoine Boilley, nominated by the President of the French Senate, were appointed members of the Arcom College by decree on February 6, 2023.
International challenges
The European Digital Services Regulation (DSA)
The new Digital Services Act (DSA) aims to regulate the activities of platforms. The aim is to empower digital players to fight agains the spread of illicit, harmful or unlawful content on their services.
Government proposes to designate Arcom as "coordinator for digital services".
The Digital Services Regulation also makes provision for each EU country to designate an independent authority to act as a "digital services coordinator", to ensure consistent implementation of the European regulation at national level.

Écrans
Les écrans permettant de visionner les contenus audiovisuels se sont multipliés au sein du foyer ces dernières années, pour se stabiliser à 5,6 écrans par foyer en moyenne.

Professeurs
Parmi les initiatives de l’Arcom en matière d'éducation aux médias, à l'information et à la citoyenneté numérique, 15 sessions de formation ont été assurées et plus de 900 professeurs ont été formés.
Sites illégaux
Depuis la création de l'Arcom et jusqu'au mois de décembre 2023, plus de 2500 sites illégaux (2699), ont été bloqués dans le cadre de la lutte contre le piratage. (2137 sites pirates sportifs et 562 sites dits "miroirs").

DAB+
Suite aux prochains déploiements, la couverture prévue en radio numérique terrestre (DAB+) à la fin du premier trimestre 2024 atteindra 62,2% de la population métropolitaine.
Parasport
10,4% du temps d’antenne des magazines sportifs portent sur le parasport.

Site pour adulte
Chaque mois, 51% des garçons de 12-13 ans se rendent sur un site pour adulte.

Contenu sportif
En 2023, 61% des consommateurs, soit 27,5 millions d’individus, ont payé pour consommer un contenu culturel et sportif en ligne, pour une dépense mensuelle de 38 euros en moyenne.

88% des foyers français équipés d'un téléviseur, possède un téléviseur connecté (+7 points en un an et +9 points en trois ans).

Fréquentation des sites adultes par les mineurs
L’exposition des mineurs aux contenus pornographiques est en forte progression sur internet. L'étude de l'Arcom publiée au mois de mai 2023 éclaire les acteurs de la protection de l’enfance et l'Autorité sur la fréquentation des sites proposant des contenus pornographiques.

Femmes à la télévision, à la radio et dans les publicités télévisées
La juste représentation des femmes et des hommes sur les antennes et la lutte contre les discriminations en raison du sexe constituent des missions essentielles pour l'Arcom. L'Arcom a publié en mars 2023 deux études, l'une sur la représentation des femmes dans les médias audiovisuels et l'autre sur la représentation des femmes dans les publicités télévisées.
Lutte contre le piratage
Depuis 2022, une coopération entre l'Arcom et les ayants droit du cinéma et du secteur de l’audiovisuel permet l’actualisation par l’Autorité des mesures de blocage de services faisant déjà l’objet d’une décision de justice.

L'Arcom publie le bilan de la contribution des services de médias audiovisuels à la demande (SMAD) à la production d'œuvres audiovisuelles et/ou cinématographiques, au titre de l'année 2021.

Le rapport 2023 de l'Arcom
Pour la troisième année consécutive, l'Arcom a présenté en décembre 2023 un bilan rendant compte des actions entreprises par les médias audiovisuels en matière d'éducation aux médias, à l'information et à la citoyenneté numérique, et mettant en lumière des initiatives innovantes à l’échelle nationale ou européenne.
Convention entre l'Arcom et le ministère de l'Education nationale et de la Jeunesse
Roch-Olivier Maistre, président de l’Arcom et Pap Ndiaye, ministre de l'Éducation nationale et de la Jeunesse ont signé, mardi 17 janvier 2023, une convention destinée à renforcer les coopérations entre le ministère et le régulateur dans le domaine de l’éducation aux médias et à l’information (EMI).

L'Arcom est partenaire du CLEMI pour la Semaine de la presse et des médias dans l’école. Tout au long de l'année, l'Autorité mène sur tout le territoire des actions d'éducation aux médias, à l'information et à la citoyenneté numérique.

Arcom 2023 study day
On Thursday November 16, 2023, Arcom organized its second study day, bringing together some twenty European researchers from a variety of disciplines (economics, sociology, infocom, law, political science, etc.). They presented their work on the challenges facing the audiovisual and digital media industry.
Radio modernised
What is "DAB+"? How does it work? How can I listen to digital radio? All the explanations from the French regulatory authority for audiovisual and digital communication, Arcom.
What is DAB+?
"DAB" stands for Digital Audio Broadcasting. The "+" corresponds to a development in the worldwide diffusion norms for digital terrestrial radio (DTR).
DAB+ is a digital modulation and transmission technology for radio. Like digital terrestrial television (DTT) and FM, it uses the terrestrial hertzian diffusion network. Grouped together in multiplexes or ensembles, several digital terrestrial radios (around thirteen radio services) can transmit on the same frequency.
Unlike DTT for television, DAB+ has the advantage of being able to cohabit with radio's "traditional" broadcasting method, the FM band. This means that digital terrestrial radio can work in tandem with FM diffusion, just as DTT quickly replaced analog television diffusion in France.
Deployed in many European countries, it is proving a great success, particularly in the UK, Scandinavia (especially Norway) and Switzerland.
As with FM, DAB+ radio reception is completely free of charge.
Do I need equipment to receive DAB+ radio?
Like DTT, your reception equipment must be compatible. While DAB+-compatible radios can receive FM signals, the reverse is not always true.
To receive digital radio, you'll need the right equipment. There are a wide range of DAB+ receivers available at very different costs, starting from a few dozen euros. Since the end of 2019, all radio receivers sold in France, with the exception of car radios, have had to integrate DAB+. As of mid-2020, all car radios in new cars sold in France have also integrated DAB+. The European Electronic Communications Code, which must be transposed into French law by the end of 2020, has also made provision for DAB+ integration in radio receivers.
What are the advantages of DAB+?
For listeners:
- Better sound quality
- Greater continuity of listeners on the move
- The arrival of new stations
- Enrichment of the audio stream with associated digital data (information of all kinds, song titles, logos and images such as record sleeves, etc.).
For radio stations :
- Pooling of broadcasting costs by grouping stations on the same frequency within a multiplex.
- Extended coverage in a context of FM band saturation
- Assurance of survival in the future digital ecosystem, in synergy with 5G mobile networks.

In order to gain a better understanding of a rapidly developing sector and market, Arcom and the French Ministry of Culture have set up the Podcast Observatory.
Arcom launches work on a white paper on the future of radio in France
The white paper will provide the broadest possible overview of the radio sector in France, particularly in comparison with other European countries. It will cover economic, legal and technical aspects, as well as developments in usage.
Information and awareness raising
Youth signage 2023
Through radio and TV spots and tutorials, Arcom raises awareness raising in the audiovisual media that show the Authority's annual youth signage information campaign.
Children and screens" campaign
Arcom's information and awareness-raising campaign, relayed by the audiovisual media, reminds us that screens are not suitable for children under 3.
Radio conference
On Friday June 16, 2023, to mark the third edition of the "Fête de la radio", Arcom organized the "Assises de la radio" at the Authority's headquarters in Paris.
Fight agains piracy campaign
"Thank you for supporting creation!" On the occasion of the round-table discussion on the defense and protection of creation against piracy at the Cannes Film Festival, the CNC and Arcom unveiled the new spots in the communications campaign designed to raise public awareness of the fight against piracy.
Parasport, "Let's play together" operation
The "Let's Play Together" campaign encourages the audiovisual media, TV and radio, to include more sports broadcasts, subjects, programs and interviews devoted to parasport and those involved in the world of disability.
Women's Sport Toujours 2023
The "Sport Féminin Toujours" operation encourages the media to show more sports broadcasts on their channels, and also to tackle themes linked to women's participation in sport.
